I had the same problem. I don't think there's any good solution. OE
doesn't send out headers that allow the decoding to take place
automatically by everyone.
Sure the _default setting_ of OE doesn't 'send out' headers with
charset information. It's only a few mouse clicks away from working though.
I was fed up with typing it out every time so now it has a small place
on the internet
