I'm sorry, i don't understand the question. Or rather
i do but i find it very odd for you to wonder that.
So, i'm guessing you try to tell med something and i'm simply missing it.
いちがつ = January
いっかげつ = One month
If you expected いっかげつ to be 一月 then what did you
expect いちがつ to be to allow you to differenciate between the two?
From the other approach いっぴき is いつ + ひき.By the same logic いっかげつ is いつ + かげつ so you have an 'extra' か to account for that isn't covered by 一月
no matter how you look at it.
No as to the "why ケ" question if you look at the admirably inclusive Edict entry
一ヶ月; 一箇月(oK); 一か月; 一ケ月 【いっかげつ】 (n) one month
you'll see the kanji 箇. AFAIR the ヶ represents that kanji via one of the squiggles on the top.
