I see.
In fact, I'm not fully acquainted with the wide usage of 巷(では),which
seems to have bi-lateral meanings or nuances( local and center), which
of course depends on each context like many others.
I think the following two examples would show such 巷ではs of
contradictory nuances;
巷ではもうそんな昔の人情話は伺えなくなりました。 (center area)
巷ではまだそんな昔ながらの人情話をよく耳にします。(local area)

Oh, this is the original sentence in the Asahi.
After second and third ,,,,,,, thought, I am inclined to take this usage of
巷では
as the third one adding to the previous two cases.
1. >> 巷ではもうそんな昔の人情話は伺えなくなりました。 (center area)
2. >> 巷ではまだそんな昔ながらの人情話をよく耳にします。(local area)
3. > 巷では中高年にバンドブームが訪れているという。 (none of the above)
The 巷では in the third case would be replace by 知る人ぞ知る in another
Japanese. More similar expressions would be 素人の間では、 そんな経験の
無いものの間では、若者のあいだでは、あるグループの間では etc., which
is no a matter of geographical area but of a kind of people or things or
rather minor groups than major groups.
B. Ito's English translations of 知る人を知る would be "There must be
some people who already know (such and such)" or briefly "Some people
must already know ......." "Some people must already be aware that........"
Contexts are sure to be the most important but also we must know the fact
about the band boom among seniors in Japan in this case.

I just posted a couple of senryuu containing the word 巷 (chimata). Maybe
you can help me with the translations. The sort, tight verse is very
ambiguous.
