Too bad there's no sci.lang.china group. This Chang guy could be Korean of course. Chang Yuen-wan, Chang En-man? I may be misreading the middle character.

I can't read it but I think it basically tells when (the eight month in the autumn [surprise!] of the third year in a 60-year cycle) and where (in the gate of the capital city??) he painted what (whatever "yellow crane mountain [character I can't find--must be misreading it; looks like hand or tree + short-tail bird over fire) six thoughts?" is supposed to mean.
