How about this as an example:
人間には言語能力が備わっていたものです.
Ningen ni wa gengo nouryoku ga sonawatte ita mono desu.
Humam beings have an inherent language ability.

'--------が--------備わっていたものです。' is pretty hard to
let me think of such a sentence as is appropriate in
its context. You mean 'used to' or 'would often'?
I think I just fell out of another tree. -たものです would make the sentence
mean Human beings used to have an inherent language ability. Does this
make more sense:
人間には言語能力が備わっていることです.

Yes, that's right. ’・・・備わったものです。' is another tree.
’・・・備わっていたものです。’, however, has two branches:
1) ........what was (or had already been) installed in .......
2) ........(usually) used to be installed in ............
As to you last example of '......備わっていることです。',
this ’こと' makes another problem.
To make it contextual, you need another sentence,
for example, like;
人間は他の動物には見られない偉大な能力も持っている。
(それは)人間には原語能力が備わっていることです。
Without the former sentence, ’・・・備わっている。’ is enough.
