Means "on one hand A but on the other B". I've also seen
A一方B
which, i guess, means roughly the same thing.
Now, to my two questions.
1. Are those two (nearly) interchangable? How nearly?
2. Is A他方B also a possibility? How nearly?

You will understand which are interchangeable and which are
not.
