Well as already said the word is from
後を付ける (most often written with that kanji) and the kanji is from
尾行する
Yes, I saw some instances of 後を尾ける.
I don't think you need an Edict entry for it unless you plan to include
勃つ 【たつ】
a much more popular "word" based on the same type of kanji substitution.
I think both are worth recording. People are going to, er, come across
them, and they should be able to look them up. Yes, 勃つ is far more
common.
