Questions about two sentences

I'm going through some JLPT-2 sample tests and studying the questions I got wrong. The grammar section is multiple-choice, fill-in-the-blanks, and I'm still puzzling over these two a bit.
英語の勉強がしたいのですが、どこかいい学校をご紹介願えるでしょうか。
(答え:願える)
Is this a really polite way of asking "might I be introduced to a nice school somewhere"? I've never seen 願う used quite like this before.
Secondly:
兄の話によると、王さんは帰国してしまったとか。
(答え:とか)
I can't quite see what the purpose of "toka" is there. I might have expected something like っていうことだ but maybe I'm misunderstanding something.
On a related note, does anyone else find the JLPT grammar questions really hard? I'm used to assuming that all the Japanese I read makes sense, so having to figure out which three options don't make reasonable sentences is awfully tricky.
