Well you're not 100% wrong but I think you've misdiagnosed a little.

First I don't think Google Groups minds base 64, it's the other servers
that don't pick it up (because it looks like binary).

Second I doubt it's the method of inputting Japanese, it's much more
likely to be an inappropriate encoding chosen to view the Google Groups page when entering the text or some encoding/language setting in Google Groups preferences.

First, change the way you input the Japanese. I generally write my
Japanese in a word processor and cut and paste into the newsreader.

Second, if you want to see what is happening to your posts, cross post to
misc.test. Make sure you have a valid e-mail return address in your post
and you will get an e-mailed audit trail of what's happening to your post.

My two recommendations are
1. Don't post with Google Groups.
or
2. If you do post with Google Groups get advice from somebody who regularly and _successfully_ posts with Google Groups.

I wish I could have written the above in Japanese but computer terminology
is not my strong point.
