You can change from UTF-8 to view the page in something else but the headers
remain UTF-8 even though the contents of the post are in the encoding you change to.

Unless there's some hidden trick for (1) that I missed it looks like
Google Groups users just have to cross their fingers and hope that
newsservers will be generous with accepting Base64 encoded posts.
I did the same thing with the same results. No matter how I entered the
Japanese, the post went out as base64. Since I know you can insert an
instruction to prevent archiving ("X-No-Archive:"), I even tried inserting
script type instructions at the top of the post. Nothing worked. So, if
there is a trick, I don't know the right syntax.
