Absolutely sod all I would think.

That post is set for UTF-8 and Base 64.

I tried a few test posts from Google groups and found
1. No way to change the preferences for encoding.
2. The page where you enter the text is UTF-8 by default.
You can change from UTF-8 to view the page in something else but the headers
remain UTF-8 even though the contents of the post are in the encoding you change to.
3. In any case if there's Japanese text in the post it turns out as Base64.

Unless there's some hidden trick for (1) that I missed it looks like
Google Groups users just have to cross their fingers and hope that
newsservers will be generous with accepting Base64 encoded posts.

Did your tests show up on a news server other than Google? Mine showed up
on all three that I have access to. Thus, the base64 did not impede
propagation.
