I think it is true, to first approximation, that at the present the only
"hold-out" against UTF-8 encoded newsgroup posts is in the client-end
newsreader software. There may be some newsserver in a basement
in Checkoslovakia that doesn't take UTF-8 posts over its 256bps
chicken-wire link to the interweb but for all practical purposes
it's the newsreaders that barf on UTF-8. (N.B. I am _not_ including
Base64 in the above).
