out that it sucks.
Then simply UTF8 is not supposed to be used. It is a 8-bit
encoding. And my first guess is available.

Unicode (UTF-8) encoding _was_ not recommended for text newsgroups and
emails. I am one of the people who _did_
say it's best not to use it - simply because a few die-hard
holdouts (mainly unix/linux users) have software that can't
cope well with UTF-8.
No. It's because there are/were hardwares and softwares that
can't handle 8-bits code correctly on the Internet. That is
why ISO-2022-JP is used on the Internet in Japan as a standard
encoding but it had never been used as a native computer
encoding at all.
Times change though and I haven't heard Jim grumbling about UTF-8
posts for a good while so it may finally be time to let that go.
I seriously think the people should have had used EUC instead
of ISO-2022-JP on the Internet as a standard multibyte encoding.
