Well, I have a Japanese OS, so it's all a little bit different, but OK, basically I think I got there. I'm looking at something called 詳細 設定 ("detailed settings") on the 地場と言語オプション (locality and language options) menu.

The main area is called installed services. Click on add and scroll down
to Japanese.

Well, it doesn't quite work like that. It's got a drop-down menu that is already automatically set to Japanese, and below that it gives what I suppose are all the software component options. There's a list, with a load of items, about half of which are checked. It starts with MAC options, then goes to IBM, then ANSI (most of which are checked, even though the print next to them is the kind of grey that generally indicates that option isn't available on this system), then various others, more IBM, more ANSI...

Make sure you are at least adding Microsoft Japanese IME
Standard and Natural Microsoft Input and also English.

Nope. They don't appear on the list!

If you don’t see a new little box on the taskbar of your computer,
right click on the task bar and make sure there is a check next to
language bar.

Ah. Now, that's helpful. There were some language options on my taskbar, but now I've got a separate little bar, with more details on it (I've seen this before, but somehow it got lost...). There are several icons on it. The furthest to the left is for the keyboard. Clicking on it "Microsoft IME Standard 2003" comes up, with a little tick next to it, so I guess it must have been already in there somewhere. The next one along has a menu that includes keyboard (checked) and IME standard (not currently checked). Then there are two "mode" icons (which look like "A" and 「語」respectively), then 「IME パッド」, "Tools", "Mike", "Help" and "CAPS/KANA".

I assume the answer to my question will lie somewhere in among these options.

can click on the two letter code that depicts the language. You should
have at least two codes EN and JP.

Again, mine doesn't work quite like that, though I think the computers at school have that kind of setup. Anyway, I've seen it before, and mine is close enough that I can follow what you're saying.

Click on the A and click on hiragana (the top choice).

Now when you type o m e d e t o u, you will get:

おめでとう

Oh, yes, that's no problem; I've been doing that for the last decade and a half (though I usually switch from English to Japanese mode via a keyboard command).

If this makes sense, tell me and I will then tell you how to do the
complicated stuff like inputting characters via Kuten, JIS, or S-JIS
codes.
