Removed? The first one only appeared in a JIS standard in JIS X 0213. To the best of my knowledge, all the 人名用漢字 are in JIS X 0208.

Ah, strictly speaking not removed from 人名用漢字 _itself_ but among those
at the associated 人名用漢字許容字体表 which was revoked.

According to Wikipedia(J) kanji in the 人名用漢字 that are not in the 常 用漢字 (possibly including 異体字)
徵 鷗 猪 俠 俱 塡 摑 焰 瘦 禱 頰 繡 繫 萊 蔣 蟬 顚 蠟  醬 簞 吞

Again, many of these are only in JIS X 0212 and JIS X 0213.

Does the statement "all the 人名用漢字 are in JIS X 0208" possibly not include
異体字 or something?

Oh, I'm with you - The kanjidic_access file only contains JIS X 208 kanji.
I checked against that when I was trying to work out what the "Grade 9" kanji
were.
