I never doubted it. I know what the word means and come across it in
my work very often.

I apologize if I sounded off hand in my previous reply; it was not my
intention. Ben, justifiably, assumed that I was not familiar with the
grammar/ vocab in this phrase, and I had only meant to tell him that I
am, but I still think that it may be a set phrase.

Perhaps I need to re-word my question.
1) Is this series of words a set phrase?
If yes, what does it mean?
