italic versions. It is less applicable to Japanese fonts where most
fonts in a regular suite of Japanese fonts do not have italic

That's pretty much the point I'm making.
"Italic" and "Oblique" are two quite different things. The "Italic"
function in any common word processor is designed to select the first
by preference, and the second only if the first is not available.
That the fonts in non-Western writing systems generally don't have an
italic version doesn't change that fact. It merely means that the user
will be seeing (more? exclusively?) oblique fonts when attempting to
select an italic font for those writing systems.
