I think a little more context might help but I have seen
上がり / 下がり as Upload (speed)/ Download (speed)

I don't have much context - I'm translating an extract of an extract.
But here's what I've got:
クライアントポート番号(上り1)が使用するポート番号を記入します。ポート番号"10xxx"が使用されていない場合は、"10xxx"が推奨されま
す。
ditto, except for クライアントポート番号(上り2)
ditto, except for クライアントポート番号(下り1) and クライアントポート番号(下り2)
This fits both theories: 10xxx is well over 1024, and the port is for
communications between the client to the server.
... and that's it, that's all I've got to go on.
My hunch is that 上り/下り indicates the direction of the client/server
communications, and that's what I'll go with in the abscence of
definitive evidence to the contrary.
上り in, input, inbound
下り out, output, outbound
Advice on which English expression is more natural would also be
appreciated.
