I think he's saying that 打ってる means "(in the process of) hitting" but
he's expecting an imperative form like 打ってく(ださい).

I think he thought 打っている must mean "be hitting" in progressive present,
and didn't realize it can also be "have already hit", a perfect tense.
(but saying so without any example he wondered, so left us to guess
what he exactly meant.)
