A question about a signed flag

Hello there
A friend has been hired to preserve a Japanese flag. The current
owner says it has been in his family for years and is known as the
Surrender Flag.
On showing a photo of it to others, I've been told the script that
surrounds the central Rising Sun are in fact names. I've also learned
such flags were signed by friends and relatives and given to
servicemen on graduation.

Can anyone confirm these are names?
