If anyone's interested, here's a patent from 1978 that uses big つ's.

JP53140765 in the the "Number:" field, click the top result, then
click "Original Document."

Nobody ain't mentioned yet (perhaps taking it as implicit) that in such
texts anything that would be ゃ, ゅ, or ょ in most writing nowadays will
be や, ゆ, and よ instead, too.
