This isn't a language question. I did post it in soc.culture.japan, where it theoretically belongs, but they seem to be more interested in discussing things like cow piss and the interning of Koreans. Perhaps someone here can help?

This is a few weeks old now, but I'm still confused. I thought all that had been laid to rest last year, when the Tokyo District Court ruled that forcing teachers to sing the anthem was unconstitutional:

Obviously I must be missing something, but I don't know what it is, and googling doesn't seem to help.
