In English "stir up" is almost never entirely positive, unless you are
a rapper intent on "stirring up some ***".

I have to disagree. It is often positive; you can stir up excitement
for example. Also that particular gloss needs to be read in the
context of the others, e.g. "to bring to a climax".

The Monash definition is,
to say the least, misleading.

I don't think it is that far off the mark, but as I said before, I think
it can be improved. I have now added "to enliven".

I don't know where that particular set of glosses was sourced; quite
possibly from several places. It was not exactly a "Monash definition".
I have simply associated the dictionary activities with Monash to
qualify for tax-deductions on donations and expenditure.
