In English "stir up" is almost never entirely positive, unless you are
a rapper intent on "stirring up some ***".

I have to disagree. It is often positive; you can stir up excitement
for example. Also that particular gloss needs to be read in the
context of the others, e.g. "to bring to a climax".

As Bob Marley sang:

"Stir it up; little darlin, stir it up. come on, baby.
Come on and stir it up: little darlin, stir it up. o-oh!"

My interpretation is that he was suggesting something quite positive.
