In ERs, here comes first patient complaining that he's got a cough.
15 minutes later, another patient is brought in. He hurt his neck in
a motor vehicle accident. You know that they will take the latter
patient first, right? It's not fair to skip the cough patient, but
that's how they do their procedures.

Incidentally, would you please kindly tell me what word it is
when doctors choose the ones to treat while abadonning
the others because of the lack of time and hands, say,
in an army field hospital?
