I'm sure I'll be shot down in flames, but I am going to go out on a
limb and try to answer this.

The first sentence is using the meiwaku ukemi (the troublesome
passive), ie. someone goes and answers "I like sports" (and it's a
pain in the ass hearing that). Grammatically speaking there should be
something else between the "kotaeraretara" and the "omou". Having
nothing there kind of signifies that you don't agree with the
behaviour but you don't want to say anything directly.

The second sentence is using the "tara" form to be ambigous and avoid
making a direct request, the last bit could be reworded (to make it
informal) by just saying "shoudan sasete kudasai" "please let me
consult you".

I'm sure there will be some inaccuracies in what I have written, but I
am pretty sure it is in the ball park.
