One in four Americans did not even read one single book in 2006. Not even the Bible. How do we know any of those people are literate? The national high school drop-out rate is 33% or so, and one can easily argue there is no need to be fully literate even in order to graduate.

Canada is no better. My father was an employment counsellor who, among his clients, frequently advised graduates who couldn't read and write.
