My resident NSoJ tells me that it's an emphasis on the unexpected
nature of (whatever is the subject of です).
When I asked 「なんで「以外です」だけと言わない?」, she gave the
expected 「さあ」, and could only say that the extra 「以外や」 was
for emphasis.
I would think the closest English equivalent might be the "Curiouser
and curiouser" uttered by Alice as she fell down the rabbit-hole.
