WWWJDIC in Japanese

The first screen of WWWJDIC using Japanese text messages is
viewable/usable from
http://www.csse.monash.edu.au/~jwb/cgi-bin/wwwjdic2.cgi?1C

It uses the translated sentences contributed by people on the
ejict-jmdict mailing list (they can be seen at
http://www.csse.monash.edu.au/~jwb/cgi-bin/wwwmessages)

It's really just proof-of-concept at this stage, as that version of
the WWWJDIC code has the language flag hard-coded. Feel free to play
with it, and feedback is welcome.

Before it goes live I need to:

- get a lot more of the messages translated (hint, hint)

- rework how the binary invokes the messages (at present it opens up
the file and reads it in, but I intend to open it in memory-mapped
read-only mode and seek to each message.)

- enable a language selection cookie
