It certainly does. My wife uses it on a Win98SE system for email.
Whether you can see particular Unicode characters depends on the
fonts you have installed. The main MS Unicode font is Arial.ttf, but
AFAICR it only comes with Office; not Windows itself.

I'd experiment a bit, but I don't want to mess up my wife's settings or
email account.

LOL TY No you most certainly don't want to mess with anyone else's
settings!

And yes have Arial.ttf; most of my fonts are True Type fonts anyway.
