What we've found is that you can handle is0-2022-jp just fine. When you
are responding to a UTF-8 post, you have problems. There are two solutions
with the latter. First, figure out how you can respond with UTF-8
encoding. Second, figure out how you can convert UTF-8 in the source post
to iso-2022-jp in your response. Should you decide to use Thunderbird, you
should be able to do both of the above. If you decide not to use
Thunderbird, there may be some other things we can try to figure out.

For some reason best known to itself, the IME writer now seems to
work...maybe

LOL didn't get kanji at all, as I specified that the input be hiragana,
after typing in the romaji. Leaving a space after the 'kon' before
typing in the 'nichiha' gave the correct result the second time.

Sorry about that. Should have set my response to iso-2022-jp. Here's what
you should have seen.

The ん is a strange character. Using your IME, if you type k-o-n-b-a-n-h-a,
you will get こんばんは. However, to get こんにちは, you have to type an extra n -
k-o-n-n-n-i-c-h-i-h-a. The reason is because the IME expects a vowel to
follow each consonant. So, when you type the n, the IME is either
expecting you to type a vowel or to give some signal that the caracter to
be displayed is the ん.

This signal can be given in two ways. In こんばんは, the signal is a consonant
other than an n that tells the IME to display the ん and that it is followed
by a syllable beginning with the consonant you typed. The other way of
signalling is to type another n. This tells the IME to display the ん and
wait for further input. Thus, when you typed the first n, you got こn.
When you typed the second end you got こん. When you typed the i you got こんい
rather than こんに.
