Iwanu ga hana question

Hi everyone,
Rita Lampkin's verb book has a nice list of proverbs at the end,
p.142, one of which is "Iwanu ga hana" - not saying is the flower,
like "silence is golden". What is "iwanu" in this phrase? I guess
from "not saying" that it's the negative gerund from iu and iwanai,
but I can't find it in my beginner verb books (including Lampkin's!).
