It would appear that it has to be since it can't be interpreted as
the sentence particle `na'.
It is the 'na' you're thinking of (there's only one) (<- Bart'll
correct this), but it's used as a semi-quote of his own (generalized)
thoughts. Maybe if you put a "なんと" before it, it would make more
sense: 「なんと客あしらいの丁寧な、律儀な」
As for what the adjectives are modifying, less is more, as in all
things belletristic pertaining to Japan. As muchan points out, 人 is a
good candidate, but by leaving it out (and by leaving the なんと out),
Tanizaki creates an epistemic pause, which doesn't stand out because
it uses ordinary language. "まぁ、きれいな" can be heard as an independent
utterance.

I think this is one reasonable way of understanding the sentence
structure of the given Japanese text.
As indiccated by the quotation marks, usually a clause is supposed to
come before 、、、、という. Marc's explanation is about exclamatory
clause. I think it is accepted also in English, ie. It gives a feeling of
exclamation of 'how polite.'
Even single noun or noun phrase may sometimes be placed before
、、、、、という(感じを与える。)as follows:
、、、、は木から落ちた猿という感じを与える。
、、、、は名人という感じを与える。
In addition to muchan's interpretation, following struction, I think,
may be considered:
>、、、、その端正な花のお蔭で、客あしらいの丁寧な、律儀なという感じをあたえる。
、、、、、、その端正な花のお陰で、丁寧な(or で)、律義は客あしらい
という感じを与える。
