Japanese address

Hi,
A friend of mine in Japan gave me his address, and I would like to
write him a letter. Unfortunately, the address is written in English
and not formatted, nor do I know how to format addresses correctly.
This is exactly how he wrote it (I'm changing the numbers and names,
btw)
Taro Tanaka
8355-66 Tadenuma - sarashina
Bandai-town Fukushima prefecture
From what I've found on the internet, addresses are formatted likethis when mailed within Japan
Postal code
Prefecture, City
Town/village Chome-banchi-gou
Surname Firstname
But what is "Tadenuma - sarashina", I have tried searching for this on
Google but can't find much useful results. I know It is Fukushima-ken,
So is tadenuma the city in Fukushima (Tadenuma-shi), and then
Sarashina is the district (Sarashina-ku)? Bandai is a very small town,
(Bandai-machi) and then I'm assuming 8355 is chome and 66 is banchi,
but could not find out if this is correct.
Help would be appreciated. I'm finding addressing very confusing.
