Because in many Germanic languages (German, Dutch, English to soe
extent) short (sometimes called tense) vowels cannot be at the end of
a syllable.
But as Ceqli has only 5 vowels, I suppose you are free to ignore any
difference between [e] and [E], as long as you stay somewhere between
[a] and [i], and far enough away from these two to avoid confusion.
