I wonder if you are thinking of the case of the Nicaraguan sign
language. I seem to recall reading about it several years ago and
seeing something about it on PBS. An attempt was made in Nicaragua to
bring in as many deaf children as possible so they could be taught
sign language. The schools were inundated by so many children that
the teachers couldn't teach them all. The children apparently
developed their own system of communication and the teachers had to
call in linguists to decifer what the students were saying.
