      Support for Victorian ALP at Record Level in February

            Finding No. 3716 - March 06, 2004

      During February, primary support for the Victorian Government rose 5%
to 53%, the
highest level recorded since the Party was returned to power in November
2002. Support for
the Liberal Party fell 3% to 31.5%, the latest Morgan Poll finds. On a
two-party preferred
basis, support for the ALP rose 4% to 62.5% with the Liberal Party at 37.5%
(down 4%). If
a Victorian State election had been held in February, the ALP would have
increased their
majority and won in a landslide.

      Amongst the minor parties, primary support for the National Party was
2%
(unchanged), the Greens 6.5% (down 2.5%), the Australian Democrats 3% (up
1.5%) and Other
Parties and Independent Candidates 4% (down 1%).

      During the polling period:

        a.. The political agenda focused on Federal ALP leader Mark Latham's
proposed
changes to politicians' superannuation.

        b.. National Australia Bank chief executive Frank Cicutto resigned
in the wake of
the $360 million rogue currency trading scandal.

        c.. The State Opposition claimed that Steve Bracks' promise that
taxpayers will
not fund operating costs of the Synchrotron, a scientific research tool
under construction
in Clayton, would not be kept. Deputy Opposition Leader Phil Honeywood said
Synchrotron
project adviser John Neve told a Victorian Civil and Administrative Tribunal
hearing that
only 10 per cent of operating costs would be met by fees from private
industry users. Mr
Bracks said he was confident of shoring up the required funding and
maintained that
Victorian taxpayers would not meet operating costs, and that the money would
come from
other sources, such as federal and state governments and universities.

        d.. The Australian Democrats cut back the party's Victorian
operations following
slumping party membership and deteriorating finances. Democrats state
secretary Fred
Carter also cast doubt on the State division's ability to get bank finance
for the federal
election campaign.

      Special Roy Morgan Qualitative Research in which respondents gave
their reason for
voting was conducted on February 14/15, 2004.

      ALP supporters were typically satisfied with the Victorian
Government's performance
and with Premier Steve Bracks, and also made comments such as "for the
average person" and
"for the workers" and "I'm satisfied with what they are doing at the
moment." Other ALP
supporters preferred the Party's policies to those of the Liberal Party.

      Some Liberal Party supporters expressed dissatisfaction with the
Bracks Government,
and particularly with Steve Bracks. " Bracks is useless, the State has not
progressed as
much as it could have under Labor" said one respondent. " I think Bracks is
wasting a lot
of our money." said another. A number of Liberal supporters felt that the
ALP had not kept
their promises. Comments such as " Labor have messed around and not come
through on
promises " were typical of this view.

      The Labor Party's association with unions was another source of
dissatisfaction for
some Liberal Party supporters, who made comments such as "I don't like Labor
because they
are too union oriented" and "Unions are killing tradesmen".

      Preferences of supporters of the Greens (ALP - 80.5% cf Lib. - 19.5%),
the
Australian Democrats (ALP. - 68.5% cf Lib - 31.5%) and supporters of Other
Parties and
Independent Candidates (ALP. - 57% cf Lib - 43%) and all favoured the ALP
State
Government.

      This latest Morgan Poll on Victorian State Voting Intention was
conducted
face-to-face among 918 electors throughout Victoria on the weekends of
February 2004.
Electors were asked: "If a State election were being held today - which
Party would
receive your first preference?"
