It is interesting to note that the officials of that city spell it with
's' if they spell it in Latin, but without when spelled in Cyrillic.
Moreover, in English they use "Saint Petersburg". Look at the official
web-site of the city:
   <http://eng.gov.spb.ru/>
for the English version. And you can find it all over the place in that
city.
