Can you be certain of the "without Spanish influence"?

The distinctive accent of New York City English is confidently
attributed to the Dutch substratum, and Dutch sovereignty lasted all of
forty years (1624-1664) in New Amsterdam, with the linguistic influence
maybe a little longer in Brooklyn because it was much more rural: but
well before the end of the 18th century there were no Dutch-speakers
left.

How long did Spanish dominion of the Low Countries last?
