I might be wrong but what struck me was the absence of the article 'a'
before "shambles." I think it is unusual. I do not remember not seeing it
too often. Although, come to think of it, as all rightly noticed it was a
headline and from this standpoint maybe it is even natural. Tell me that it
is "NATURAL."
