And banners at anti-US protests in the Middle East are often in
English!

Russians lived in all the Soviet republics. When the union dissolved,
the borders of the new nations were whatever they were under the
Soviet system. A few of the republics were especially heavily
Russified; beside Ukraine, I believe Kazakstan is as well.
