You are correct about fairness.

The fact is that many public service posts requiring bilingualism are
occupied by francophones. This is because the vast majority of bilinguals
are native francophones. If the English want to occupy these posts, the
solution is for them to be further educated and to learn French. The
stupidity of the organization "Canadians for Language Fairness" is that they
think that the solution is to deprive the francophones of services in
French.

For my part, I chose education over discrimination every time.
