I want to write a number of local poems and sayings in their original
italian dialect (Abruzzese). I would like to know if there any
standard conventions on how to write stressed and non-stressed
consonants & vowels, or other rules that I should follow? Or is
writing in dialect a free-for-all in which your guess is as good as
mine in how to spell and accentuate words?

I am not too familiar with abbruzzese. However, one thing is sure: No
"english" orthography will do.
Even if orthography weren't as well standardized as some other
dialects, there are a number of conventions, given that there have been
publications in it.
The best place to get detailed information is the following newsgroup:

it.cultura.linguistica.italiano

There are a number of Abbruzzesi there, who know the dialect and write
in it.

I'm tempted to use standard english rules for accentuation, such as
those I'd find when reading the pronunciation guide next to a word in
the dictionary. However, I have no idea if these rules apply only to
English, or are universal for all languages.
