A misunderstanding. Finland does mint euro coins. It is just the 1 and
2 cent coins that are not put in circulation (although they are legal
tender). The same is now nearly the case in the Netherlands where in
most shops all cash transactions are rounded to the nearest multiple of
5 cent. Belgium and Germany are considering the same.
