Not always. In Italy, they use plugs and sockets with smaller pins,
with the earth pin placed between the other two. So, the earthed
German ones (with a big round base) won't fit. The unearthed German
plugs have do have thinner pins separated by the suitable distance to
fit the Italian sockets, though. Plugs and sockets in Frances are
different, but are designed to be compatible with the German ones.
Switzerland's plugs and sockets are as thin as the Italian ones, but
the middle earthing pin is slighted shifted from the main axis, making
them incompatible with both Italian and German ones.

What's wrong with them? I've never experienced a problem. Those
appliances requiring a larger current, or those with a metal case will
use the earthed plugs, whose pins are thicker and there is earthing.
Those that needs a small current (such as mobile phone charger
adaptor) are simply unearthed and have smaller pins and lack the big
round base.
