Most vending machines I've seen and used (in Hong Kong and in Germany)
do give change, and many also accept banknotes. (The old ticket
machines in HK's subway, which do not take notes and give no change,
have been phased out for many years already.) I don't have much
experience in the USA. It now sounds like this country is lagging
behind a lot.
