I'm too ignorant to have anything even approaching a theory, but
wouldn't the copper coil induce a magnetic field in the steel, and could
the effects of this in fixed conductors account for energy losses (if
the steel is 'trying' to move) or give rise to an electromagnetic field
which opposes current flow?
