It means "excessive, too much, overflowing," particularly the last
sense. It's part of a doublet in Middle Mongolian, (h)UlegU ~ (h)ilegU
(h was lost very early in MM and was not indicated in the script); the
second form is the source for Khalkha ilUU.
As for ulagCi, yes, I believe you're correct.
