As if classroom and home are the only environments one lives in.

No, you're wrong. English is usually spoken in business meetings and
academic conferences. Also in many gatherings where foreign guests
are invited.

There are two free cableless TV channels and one radio channel that
broadcast in English. If you're connected with Cable or Satellite,
you get even more. Public libraries and school libraries have
significantly large English sections with lots of reading materials.
(I used to read English books on chess, mahjong, bridge and sci-fi
when I was still in school.) There are also many foreigners working
in HK who are willing to make friend with local people, via English.
(I did have a few such friends by means of BBSes.) Chances are always
there. (At least, much more than learning French, Japanese, German
and to some extent even more than Mandarin!)
