Probably but the language is not. The Franks took over what became
France see Merovignians and later Charlemagne. The Gauls were I
believe Celts with a language related to that spoken in the British
Isle. I always confuse P and Q Celtic but I believe Strathclyde was
founded by people speaking the same variant as the Welsh. It was later
occupied by the Scoti (from Ireland) speaking the other variant.
Modern day Gaelic speakers can not understand Welsh. By the way Welsh
was at one point in danger of becoming extinct, without the Welsh
nationalists it would have. Cornish did become extinct, present day
speakers have learned it as a second language.
